municipalauthorities.org | 9 For nearly 50 years, Pennsylvania’s One Call System has set the standard for safe digging in the Commonwealth. Since its inception in 1975, the system has been periodically reviewed and augmented by the General Assembly. The law sunsets the end of this year and re-authorization legislation has been introduced. Owners and operators of underground facilities in Pennsylvania are required to be members of Pennsylvania One Call System. A facility owner is any public utility or agency, political subdivision, municipality, authority, rural electric cooperative or other person or entity who or which owns or operates a line and the underground line serves one or more customers or consumers in Pennsylvania. One Call is a service company dedicated to minimizing utility service interruptions, reducing on-the-job injuries and deaths, promoting a higher level of public safety and protecting the environment.
