David is the principal of a prominent industry consulting firm which specializes in financial and management issues for municipal owned utilities. Services provided include water and wastewater cost of service rate studies, feasibility studies, tapping fee calculations, and coordination of project financing through federal/state grant and loan programs. In addition to project work for clients, the firm also provides authority management on both a temporary and permanent basis. His involvement with the Association as an associate member rises to levels demonstrated by so very few over many years. He has served on numerous committees including legislative, tapping fee work groups, conference planning, and privatization opposition strategies. A subject matter expert in authority financial issues, he has been a frequent and valued presenter at numerous conferences and workshops. As the Associate Member Representative to the PMAA Board of Directors, no board member has served with longer dedicated tenure to the Association’s governing body in the history of the PMAA. He received his bachelor’s degree in economics and finance from Drexel University. In 2007, David was the recipient of the L.W. "Red" Davis Award and at the 75 th anniversary celebration of the Association in 2017, Keystone Alliance Consulting, Inc. was recognized by the Authorities Association for outstanding service to the organization.
