50 The Authority | December 2024 Russell F. McIntosh is a Financial Services Analysist for Herbert, Rowland & Grubic, Inc (HRG). He has spent nearly 45 years in the water and wastewater industry as a financial consultant to municipalities, municipality authorities, county and state government, public utilities, land developers, industry associations and law firms relative to utility regulation, financing, and user charge system. HRG, is a consulting engineering firm headquartered in Harrisburg, PA. Prior to his retirement in 2018, he was the Vice President of Financial Services. Lauren Zumbrun serves as Group Manager for HRG’s Strategic Management and Capital Solutions Group. She has nearly 20 years of experience and brings a unique skill set to her position including a decade of community planning and municipal consulting in addition to local government economic development. She has experience with a variety of state and federal funding programs as well as community and corporate foundation grants.
